Guest Post: Dronele Secret Service

By Caudillo:

In primul rand, Secret Service are drone in dotare de ceva timp.

26.03.2021 :  “ I  believe now there are more than 20 UAS pilots in the Secret Service — and it’s growing all the time.”

“Edwards  was on his first drone-involved assignment with the Secret Service, a challenging position in the Counter Surveillance Division. He was responsible for the direct oversight and development of the Secret Service Small UAS platform, a program to leverage drones as a new counter surveillance tool. He described the experience as “the genesis of my interest in drones and drone piloting for the USSS and my introduction to the FAA’s role in UAS.”  “

“A small drone will be trialled by the agency at the Trump National Golf Club in Bedminster.

The President is expected to make a long visit to the club.

The Secret Service has said that it is experimenting with various drones for security monitoring.

In this case, the drone will fly at an altitude of between 300 and 400 ft (91 to 121 metres), observing the perimeter of the protection zone at the club.

It is equipped with optical and infrared cameras and will be physically linked via a microfilament tether to a power source. “

In 2019 USSS a testat din nou tehnologia antidrona

“  “ The Secret Service is piloting technology to counter drones at the United Nations General Assembly in New York City this week. “

The Secret Service’s C-UAS tools include radio frequency (RF) detection and radar imagery, coupled with electro-optical/infrared (EO/IR) cameras. But the agency said in a privacy impact assessment the pilot is not designed to collect personally identifiable information from the public.  “

USSS era foarte constient de pericolul dronelor, a impus cand a fost cazul   “no drone zone “

“  U.S. Secret Service Announces a “No Drone Zone” Restricted Areas in Nantucket, MA  “

“  It is standard practice for the Secret Service to work in conjunction with the FAA and other federal, state, and local partners to accomplish our protective mission.

This restriction applies to all aircraft and pilots, to include drone pilots.  “

The Department of Homeland Security (DHS) U.S. Secret Service (Secret Service or USSS) employs Small Unmanned Aircraft Systems (sUAS) for surveillance and law enforcement purposes in support of its protective and investigative mission. sUAS identify threats, mitigate vulnerabilities, and create secure environments for protected people, places, and events and further support Agency investigations into crimes against U.S. financial systems committed by criminals around the world and in cyberspace. sUAS-platformed video technology assists the Agency with securing protective sites/interests and further allows surveillance for law enforcement investigations or tactical operations.

The USSS sUAS Program was initiated so that the Secret Service does not have to rely exclusively on other federal, state, and local agencies to provide aerial observation functions in furtherance of these USSS activities.

The Secret Service has two primary mandates: 1) providing physical protection of select individuals, places, and events, and 2) conducting criminal investigations. The Secret Service protective mission is achieved through identifying threats, mitigating vulnerabilities, and creating secure environments for protected people, places, and events. The USSS is further charged with ensuring the integrity of U.S. currency and protecting financial institutions from those seeking to defraud, damage, or disrupt United States financial systems. Both mission sets, protective and investigative, rely on the use of surveillance personnel and systems to gather intelligence and evidence. Intelligence serves to identify protective threats, locate potential suspects during investigations, and gather information necessary to safely and successfully carry out search and arrest warrants on behalf of the Federal Government. The USSS sUAS Program was initiated so that the Secret Service does not have to rely exclusively on other federal, state, and local agencies to provide aerial observation functions in furtherance of these USSS activities.

The use of sUAS technology will allow surveillance teams to confirm the location of the suspect(s) prior to executing an arrest warrant while minimizing exposure of bystanders and law enforcement personnel in non-permissive environments (e.g., rugged terrain, a ROOFTOP, or an area where the presence of a person would compromise the investigation or operation).

sUAS use for the purpose of the Secret Service protective mission specified in the May 2020 Privacy Impact Assessment remains the same .

O sursa video Foxnews

O alta sursa Forbes:

Since 2021, the Secret Service has spent at least $400,000 on drones, contract records show. Yet none appear to have detected the Trump assassination attempt.

Aerial images of the site suggest drones would have had an unimpeded view of the building from which the shooter fired at Trump, hitting the former president’s ear, killing an audience member and wounding two others. Even if there had been some cover blocking the line of sight, thermal camera-equipped drones could have monitored the building for threats.

“A drone could have alerted them to a shooter climbing on a roof,” David Young, a drone expert and officer at the Graham Police Department in North Carolina, told Forbes. “But there is always going to be that need for boots on the ground to be the final puzzle piece to stop that threat.”

Luis Figueiredo, an Elizabeth Police Department, New Jersey detective and drone pilot, was surprised that drone surveillance didn’t appear to have been used. “You would think that these protection detail teams would have access to all this equipment,” Figueiredo told Forbes.

Yet there’s little evidence there was drone surveillance during the rally. Neither the Secret Service nor local police would say whether or not there were drones in the air at the time of the shooting. Spokesperson Anthony Guglielmi confirmed the agency had a drone program, but told Forbes he didn’t know if they had been used at the rally. He didn’t respond to further questions about its unmanned aerial fleet. The Pennsylvania State Police and the Butler County Sheriff’s Office declined to comment. The FBI, which is investigating the shooting, said it had nothing to add beyond its online statement.

In mid-2022 the Secret Service spent $70,000 on small unmanned aircraft from multi-billion police contractor Axon. And it’s spent over $200,000 on unspecified drones from Atlantic Diving Supply and Paladin Defense Services.

The agency’s drone response capabilities may have been limited by a policy effectively barring the use of cheaper drones made by Chinese manufacturers like DJI, according to Figueiredo, who has worked on DHS task forces. He said such restrictions may have prevented a wider rollout of drones to on-the-ground Secret Service agents on presidential protection teams.

The Secret Service has bought Chinese devices before, spending $12,000 on DJI Mavic 2 Pro and DJI Phantom 4 Pro drones in 2021. But, as Figueiredo pointed out, those devices were purchased before the DHS restrictions were imposed.

Politistii americani au programul Drones as First Responder.

“  Law enforcement wants more drones, and we’ll probably see many more of them overhead as police departments seek to implement a popular project justifying the deployment of unmanned aerial vehicles (UAVs): the “drone as first responder” (DFR).

Police DFR programs involve a fleet of drones, which can range in number from four or five to hundreds. In response to 911 calls and other law enforcement calls for service, a camera-equipped drone is launched from a regular base (like the police station roof) to get to the incident first, giving responding officers a view of the scene before they arrive. In theory and in marketing materials, the advance view from the drone will help officers understand the situation more thoroughly before they get there, better preparing them for the scene and assisting them in things such as locating wanted or missing individuals more quickly. Police call this “situational awareness.”   “

Sursa: eff.org

“In early 2020, for example, California’s Chula Vista Police Department relied on drone footage to de-escalate a potentially deadly situation. When officers were alerted of a man brandishing a weapon outside a taco shop, the department’s first move was to send a camera-fitted drone to investigate the scene, the San Diego Union-Tribune reported.

The drone enabled an officer at the headquarters to view live footage of the scene and communicate to responding personnel what was happening in real time. At first glance, it appeared the individual was holding a firearm, but the drone soon revealed it was really a gun-shaped cigarette lighter.

“That dramatically changes the police officers’ approach. This person may have been accidentally killed because he may have pointed the gun at the police—and it wasn’t really a real weapon,” Werner said. Once the responding officers learned there was no gun involved, they were able to arrest the individual without incident.

Drones can also provide real-time situational awareness and remove responders from potentially dangerous scenarios.

For instance, to assess a structure for fire damage, firefighters often walk around the facility in what’s called a 360-degree evaluation, Werner said, “but we still can’t see what’s on the roof or above looking down.”

If responders can deploy a drone with imaging capabilities above the building, “a thermal image camera [could] show us a heat signature through the roof that indicates that there’s a fire in that area and that the structural integrity … may be in question,” he said. In that case, responders would know to avoid accessing the roof.

Another use case might be a SWAT team searching a junkyard for a suspect. There, drones could take away some of the guesswork.

“The drone now gives you that look down so you can see … where somebody might be hiding,” Werner said, which could be lifesaving. If somebody were tucked away in a dump truck, “you wouldn’t want to stick your head over and look in because that might be the last thing you do.”  “

Si au certe avantaje :

“  Police drones are equipped with high-definition cameras having powerful zoom capabilities, combined to thermal cameras, able to see during the night like in daylight.
These drones can take-off almost anywhere or keep hovering for a long time.

From the air, flying high and away from its target, the police drone provides an “eagle vision” to the officers.

Ready for immediate take-off at any time, the Police drone can be quickly on site without involving any greater resources. This way, the manned Police helicopters remain available for other missions for which the transport of people by air is essential.

By observing from above, the drone can limit the risk of exposure of Police officers and thus save human lives.

Police operation headquarters are in permanent contact with the drone pilots so they can guide the ground special units and squads (SWAT). “

“ But this issue is far bigger than any one police department and its current practices. It’s not hard to see how, once normalized by deployments such as DFR programs, police drones could become an increasingly common sight over American communities for a wide range of police purposes. In addition to what we’re already seeing, those purposes could include:

•Suspect surveillance.“We got a report of a shoplifter, but we don’t have a spare officer to send so we’ll follow the accused around the city with a drone until an officer is available to apprehend them.”

•Anticipatory or intelligence-based crime locations.Santa Monica sends its drones on such missions. “Say we had a specific [parking] structure where we’re constantly having vehicle burglaries —there may be a periodic check,” an officer told a reporter.

•Routine patrols of particular neighborhoods.“Our predictive policing software suggests a high chance of crime on that street tomorrow night.” Or,“That wealthy enclave keeps insisting we increase our patrols to watch for suspicious visitors.”

•Routine patrols of an entire city.“We can stop and solve more crimes if we have eyes over the whole city, so why wouldn’t we do that?”That last step —that drones will usher in an era of pervasive, suspicionless, mass aerial surveillance —has always been one of our biggest fears. “

“ Gangs are now using UAVs to monitor and disrupt police. As reported by The Washington Times, FBI Special Agent Joe Mazel described how criminal gangs recently compromised officers who were part of a Hostage Rescue Team. “[Agents] heard the buzz of small drones – and then the tiny aircraft were all around them, swooping past in a series of high-speed low passes at the agents in the observation post to flush them,” he said.

Gangs are also using UAVs to collect information about police activity. For example, they are using drones to watch law enforcement agencies to see who comes in and out of buildings. They are then using this information to intimidate witnesses who are cooperating with police investigations.  “

Security Operations Centers

The first major piece of Axon New Ventures’ aerial security system was two Security Operations Centers to help Scottsdale PD manage security during the event. Axon HQ, located within a few miles of TPC Scottsdale, served as the main hub for drone operations in North Scottsdale, while Axon Voyager, a 40-foot tractor-trailer kitted out with TVs and communication equipment, would oversee foot traffic south of the event in Old Town Scottsdale.

These operations centers were hooked into Scottsdale PD and TPC Scottsdale security feeds. By scanning QR codes provided through the Axon Air powered by DroneSense platform, officers could instantly pull up a live security feed from Axon drones on any smart device. And increased situational awareness through Axon Respond enabled Scottsdale PD to respond to situations quickly and with up-to-date information.

Guardian Balloons

In addition to Security Operations Centers, Axon needed a flexible solution to help monitor the event from a bird’s-eye view. That’s where the ASU Luminosity Lab came in. They developed a fleet of balloons fitted with a suite of cameras and sensors that could be deployed across event grounds for the duration of the tournament.

“The balloons were a brilliant addition from the Luminosity Lab,” Karl explains. “Each balloon was outfitted with a super high-fidelity camera and a secure, water-proof Pelican case to house the balloon’s battery and electronics.”

The Luminosity Lab built a dozen balloons and branded them with logos featuring event sponsors. They then deployed them around the city to provide Axon, Thunderbirds Charities and Scottsdale PD with an aerial view of event traffic at the WM Open and the most congested areas in Downtown Scottsdale.

In addition to the broad event security coverage provided by ASU’s balloons, Axon Aid deployed several traditional and tethered drones to surveil the event. This drone coverage was truly the core of Axon New Ventures’ proof of concept security operation.”

“   Axon Aid flew over 150 flights within the five-day event for 30 total flight hours, providing consistent day and night coverage for all partners. During the operation, Axon was able to detect a few unauthorized drone operations and inform the police of their presence.

Axon Aid also prevented several fence jumpers from crossing the grounds at night. Karl explains: “One side of the golf course borders houses. Some people staying in the area were tempted to hop over the fence. With thermal imaging, it’s pretty easy to find them at night. We were able to intervene just through the presence of the drone. We didn’t need to send a security officer — they saw the drone with the spotlight, said, ‘Well, you got me,’ hopped back over the fence and ran away.”  “

Interesant e viitorul dronelor. Bursa americana a reactionat dupa atentatul esuat impotriva lui Trump, Axon fiind beneficiar.

“ Axon Air systems could be one answer to avoiding similar breakdowns in the future. This is a small part of Axon’s business today but has big growth potential.  “

“Axon credited the Dedrone deal with expanding its potential market opportunity by $14 billion, to $77 billion.

Northcoast Research analyst Keith Housum told Investor’s Business Daily in a Tuesday email that drone technology and real-time crime-center opportunities “are definitely part of” Axon stock’s reaction to Saturday’s attempted assassination. Also on Trump’s rising odds of becoming president.

There’s also “just a general feeling that law enforcement will continue to be well funded for the foreseeable future with a Trump election,” Housum added.

Axon Stock

Axon stock rose another 3.1% to 318 in Tuesday morning stock market action, after yesterday’s 5.5% move. Monday’s surge above its 50-day moving average carried Axon past a 306.35 early entry.  “

Citatul apare in prefata cartii ,e scris de General der Panzertruppen Lutz, redau o parte din el , varianta in engleza:

“If the fundamental principles of combat are identical for all arms of service, their appplication is strongly conditioned by the technical means that are available. ”

  5. Caudillo says:

As the graphics show the full value wind of just 5mph was enough to displace the unconfirmed but likely light 55 grain bullet two inches from DJT’s intended forehead to his ear.

DJT was not saved by USSS brilliance. The fact that USSS allowed a rifle armed shooter within 150yds to a preplanned event is either malice or massive incompetence. Clearly there was adequate uncontrolled dead space for a shooter to move into position and take multiple aimed shots. Watching the newsreel one can hear how proximate the shooter is by the very short time lapse between the crack of arriving bullet (supersonic) to the boom of muzzle blast (sonic). ”

Two local law enforcement officers stationed in the complex of buildings where a gunman opened fire at former President Donald Trump left to go search for the man before the shooting, the head of Pennsylvania State Police said Tuesday, raising questions about whether a key post was left unattended as the shooter climbed onto a roof.

Pennsylvania State Police Col. Christopher Paris told a congressional committee that two Butler County Emergency Services Unit officers were stationed at a second-floor window in the complex of buildings that form AGR International Inc. They spotted Thomas Matthew Crooks acting suspiciously on the ground and left their post to look for him along with other law enforcement officers, he said.
